Homebuilder confidence holds at 1-yr low.  This is evidence that the housing market remains slow following the expiration of the home buyer tax credit.  The Home Builders confidence index remained at the lowest since March of 2009.  The index rating had been predicted to rise to 14 according to a Bloomberg News survey, but it remained unchanged at 13.
